Trump Orders Massive 30,000-Bed Migrant Detention Center at Guantanamo Bay

Donald Trump, U.S. President, signed an executive order for a new Guantanamo Bay, Cuba, detainee facility with 30,000 additional beds. The new detainee center will hold migrants deemed a significant threat to public security and cannot be deported to their countries of origin. The move received widespread controversy, with both praise and sharp criticism both at political leaders, leaders globally, and human rights groups.

The U.S. is grappling with a long-standing immigration crisis, with an estimated 11.7 million undocumented immigrants residing in its borders. ICE currently possesses a budget for holding approximately 41,000, a considerable undercount of undocumented immigrants in its midst, numbering 11.7 million. Guantanamo’s new holding facility is part of a series of actions in an overall transition to build holding capacity and introduce stricter controls over immigrants.

The Guantanamo site has in the past been considered for use in holding immigrants, but successive governments have shunned putting theory into practice for legal, moral, and diplomatic concerns. The Trump administration, however, insists that the site is a secure location for holding individuals deemed to be a danger.

The Departments of Homeland Security and Defense have been instructed in an executive order to begin preparing for the site. There have not yet been any specific timeline and blueprints disclosed, but Secretary of Defense Pete Hegseth hinted at having part of the migrants in makeshift encampments in the base golf course.

The complex will have routine detention protocols operated under ICE, but its use for detainee holding for a purpose is a concern for transparency and accountability, even with a signed use accompanying Laken Riley Act, signed at the same period, ordering holding undocumented immigrants arrested for violent and property-related offences.

The move elicited an immediate reaction of criticism from refugee and immigrant advocacy groups and groups of advocates for human rights. Detractors have criticized that Guantanamo Bay’s environment could contrast with international laws of human rights in a direct manner. Refugee groups, including the International Refugee Assistance Project, have condemned previous accusations of unsanitary living and improper provisions at Guantanamo Bay’s current immigrant holding location.

The Cuban head of state, Miguel Díaz-Canel, condemned the move in sharp language, calling it “an act of brutality” and reiterating Cuba’s long-standing stance that U.S. presence in Guantanamo Bay is an “illegal occupation.” Legal experts have also warned that housing immigrants at a terrorism detainee-only base could make America susceptible to lawsuits and investigations in Congress.

The move, at home, received mixed reaction. Republican lawmakers and anti-immigration groups have supported it as a move in a direction that will hinder illegal immigrants, but most Democrats have condemned it for being inhuman and legally suspicious. Senior Democratic leaders have countered that housing immigrants in a holding center with a record of contentious detainments sets a dangerous precedent.

Human rights leaders and groups abroad have protested worldwide. In the past, Guantanamo Bay detainee holding was criticized by the United Nations, and several governments abroad have reservations about holding immigrants at a base with a disputed record. Guantanamo Bay has been a contentious site ever since its opening as a terrorism detainee holding pen in the aftermath of 9/11. It reached its high point with several hundred in its detainee population, but today, 15 detainees remain in residence. Earlier governments, including both Obama and Biden, have attempted to shut down Guantanamo, but with little success in the face of legislative opposition. Trump, in contrast, has long supported keeping Guantanamo operational and growing its role.
